The Dali Bai Autonomous Prefecture Children’s Welfare Institute (Dali Bai Autonomous Prefecture Minor Rescue and Protection Center) is a first-tier public welfare institution under the administration of the Dali Prefecture Civil Affairs Bureau, receiving full financial support from the government. Approved on June 13, 2023, it was officially inaugurated on December 19, 2023. The institute’s primary responsibilities include advocating and implementing relevant laws and regulations in the field of children, undertaking the rescue, upbringing, rehabilitation, and education of abandoned children throughout the prefecture. It provides these children with living care and services, cultural and educational knowledge, recreational activities, skills training, and basic medical services for disabled children, including rehabilitation training for conditions such as cerebral palsy, deafness, autism, physical disabilities, and psychological counseling. Additionally, the institute handles minor rescue and protection work assigned by the prefectural civil affairs bureau.

Main Responsibilities and Tasks

The Dali Prefecture Children’s Welfare Institute primarily shoulders the responsibilities of rescuing, nurturing, rehabilitating, and educating abandoned children throughout the prefecture, providing them with living care, basic medical services, and rehabilitation training for disabled children (including cerebral palsy, deafness, autism, physical disabilities, and psychological counseling).
