Overview of Chuxiong Prefecture Children’s Protection Center

Formerly known as the Chuxiong Prefecture Children’s Welfare Institute, the Chuxiong Children’s Protection Center was established in 2013. It primarily undertakes the care, education, rehabilitation, medical treatment, and placement of orphaned, disabled, abandoned infants, and children from disadvantaged families within Chuxiong Prefecture. Currently, it provides centralized care for 50 children, including 43 residing within the institute and 7 in foster families. Among them, there are 26 orphans, 13 children without parental care, and 11 abandoned infants. The children’s educational statuses are as follows: 6 attending universities, 10 in vocational schools or technical institutes, 4 in regular high schools, 5 in junior high schools, 14 in primary schools, 6 in kindergartens, and 5 who are not of school age.

It focuses on providing “care, education, rehabilitation, and treatment” to the children in its care, as well as managing domestic and international adoption and foster care operations.

Organizational Structure: Approved in January 2013, the Chuxiong Prefecture Children’s Protection Center operates as a first-tier public welfare institution under the management of the Chuxiong Prefecture Civil Affairs Bureau, also known as the “Chuxiong Prefecture Children’s Welfare Institute.” According to the Chuxiong Prefecture Committee of the Communist Party of China’s Office for Organizational Structure Adjustments (Chu Bian Fu [2022] No. 47), the institution has a staff of 13, comprising 9 managerial personnel and 4 professional technical staff members. Its funding is fully included in the prefectural-level financial budget.
